Panama's Social Security Fund describes SIPE as the platform employers use for worker affiliation, employee-entry notices, monthly payroll declarations, salary reporting, and other employee transactions.

A strong payroll process requires the information feeding SIPE to be consistent with internal employee changes and company controls.

Employer CSS contribution rate in 2026

The CSS has stated that for contribution months from April 2025 through February 2027, the employer Social Security contribution is 13.25% of salaries. The rate increases to 14.25% beginning in March 2027 and to 15.25% beginning in March 2029.
